Bootstrapping trust: enabler specification (D3.4 v1.0)

Bootstrapping trust answers a single concern in the network management cluster, establishing trust in a new element, and was specified under task T3.5.

Bootstrapping trust was documented twice. This record is the v1.0 text, released with deliverable D3.4 at 13 pages.
